2008 TOWN MEETING
WARRANT
(Note: This serves as the agenda for the meeting held in March of
2008.. I do not have access to the minutes of this meeting until
the Annual Town Report is issued, usually in February.)
To the inhabitants of the
Town of Bartlett, New Hampshire in the
County of Carroll in said State, qualified to vote in the Town
affairs: You are hereby notified to meet in the Town
Hall in said Bartlett on Tuesday,
March 11, 2008 at eight o’clock in the forenoon to
act upon the following subjects hereinafter set forth.
The voting on Article 1- 6 will be by official ballot at
the Town Hall and the poiis shall open for balloting at
eight o’clock in the forenoon and shall not close before
seven o’clock in the evening. The following articles
(Articles 7 -
30) in the warrant
will be acted upon on Thursday, March 13, 2008 at six
thirty o’clock in the evening at the Josiah Bartlett
Elementary School in Bartlett Village.
ARTICLE 1. To choose all necessary Town
Officers for the ensuing year.
ARTICLE
2. Are
you in favor of the adoption of AMENDMENT No. 1
as proposed by the Planning Board for the Town of
Bartlett Zoning Ordinance as follows: to replace the
current Article X (Open Space) in its entirety with a
new Article X which provides greater clarity as to how
Open Space should be designated and what uses are
allowed within it. YES [ ] or NO [I (Planning Board
favors)
ARTICLE 3.
Are you in favor of the adoption of AMENDMENT No. 2 as
proposed by the Planning Board for the Town of Bartlett
Zoning Ordinance as follows: to replace the current
Article XVIII Board of Adjustment, Section E. Variances,
Item 1. Criteria for Granting Variances in its entirety
with new criteria 1-5 as set by NH RSA 674:33. YES [ ]

ARTICLE
4. Are
you in favor of the adoption of AMENDMENT No. 3 as
proposed
by the Planning Board for
the Town of
Bartlett Zoning Ordinance as
follows: to
amend Article XVIII Board
of Adjustment, Section D.1. Special Exceptions (g)
Shopping Centers by
adding at the end “with no single structure to exceed
25,000

ARTICLE 5. Are you in favor of the
adoption of AMENDMENT No. 4 as proposed by the Planning

ARTICLE
7.
To see if the Town will vote to raise and appropriate
the sum of $1,733,125.00 to defray Town charges for the
ensuing year and make appropriations of the same.
Selectmen favor.
ARTICLE
8.
To see if the Town will vote to raise and appropriate
$125,000.00 for town road improvements. Selectmen favor.
ARTICLE
9.
To see if the Town will vote to raise and appropriate
the sum of $12,000.00 to replace the shingles on a
portion of the roof at Town Hall. Selectmen favor.
ARTICLE 10. To see if the Town will vote
to raise and appropriate the sum of $102,000.00 for a
new four wheel drive highway truck with plow and wing.
Selectmen favor.
ARTICLE 11. To see if the Town will vote
to raise and appropriate the sum of $6,000.00 for a new
plow for use by the Highway Department. Selectmen favor.
ARTICLE 12. To see if the Town will vote
to raise and appropriate the sum of $10,100.00 for a new
collector street sweeper attachment for the backhoe.
Selectmen favor.
ARTICLE 13. To see if the Town will vote
to raise and appropriate the sum of $12,000.00 for the
town’s share of the purchase and installation of an
emergency generator to be placed at the Josiah
Bartlett
School. Selectmen favor.
ARTICLE
14.
To see if the Town will vote to raise and appropriate
the sum of $78,820.00 for the purchase of 14 new air
packs (SCBA’s) for the Fire Department; and to authorize
the receipt and expenditure of federal and/or state
grants in the amount of $74,879.00, with the balance of
$3,941.00 to be raised by general taxation. Selectmen
favor.
ARTICLE
15.
To see if the Town will vote to raise and appropriate
the sum of $11,350.00 for a 40 yd. compactor container
(costing $7,300) and a new 40 yd. open top container
(costing $4,050) for the Transfer Station to replace
containers that are inoperable. Selectmen favor.
ARTICLE
16.
To see if the Town will vote to raise and appropriate
the sum of $500.00 for the
Eastern
Slope Airport
authority for its use in operating the Eastern Slope
Regional
Airport
in 2008. Selectmen favor.
ARTICLE 17. To see if the Town will vote
to deed 2+! -
acres of land
currently held jointly by the Towns of Bartlett and
Jackson
identified as a segment of the Bartlett Jackson Transfer
Station under NH RSA 3 1:3. Such land to be utilized by
the Town of Jackson for a garage, sand and salt shed. The
Town of Jackson
would pay for any modifications needed for the siting,
access road and peripheral costs. A sum of $50,000.00
would be given to the Town of Bartlett as compensation
for the acquisition for this land. Article placed on
the warrant at the request of the Jackson Selectmen.
Selectmen oppose at this time.
ARTICLE 18. To see if the Town will vote
to raise and appropriate the sum of $2,000.00 to help
support The Bartlett Historical Society and defray the
costs of operation for the same. Agreeable to a petition
signed by Norman J. Head and others. Selectmen oppose.
ARTICLE 19. To see if the Town will
vote to raise and appropriate the sum of $500.00 to help
fund Project Prom, a start-up safety initiative, for our
high school seniors. Agreeable to a petition signed by
Kyler Drew and others. Chandler/Garland oppose!Tanguay
favors.
ARTICLE 20. To see if the Town will vote to raise
and appropriate $35,000.00 to be added to the Capital
Reserve Fund established in 2005 under the provisions of
NH RSA 35:1 for the purpose of acquisition of land and
costs associated with planning, and construction of a
new Bartlett Public Library. Agreeable to a petition
signed by Marcia Burchstead and others. Chandler opposes/Tanguay favors
$10,000/Garland abstains.
ARTICLE 21. To see if the Town will vote
to raise and appropriate the sum of
$4,769.00 to support
Bartlett
home delivered meals (Meals on Wheels), congregate
meals, transportation,
and program services provided by the Gibson Center
for
Senior Services, Inc.
Agreeable to a petition signed by Ernest Menard and
others.
Selectmen favor.
ARTICLE 22. To see if the Town will vote
to raise and appropriate the sum of $3,582.00 to assist
The Mental Health Center. Agreeable to a petition signed
by Maureen C. Hanlon and others. Selectmen favor.
ARTICLE 23. To see if the Town will vote
to raise and appropriate the sum of $6,896.00 for the
support of the White Mt. Community Health
Center to help meet the healthcare
needs of the uninsured and underinsured residents of Bartlett. Agreeable to petition signed by Drew
Smith and others. Selectmen favor.
ARTICLE 24. To see if the Town will vote
to raise and appropriate the sum of $4,000.00 for
support of the Tn-County Community Action Program for
the purpose of continuing services of the Fuel
Assistance Program for the residents of Bartlett.
Agreeable to a petition signed by Ellen Hayes and
others. Selectmen favor.
ARTICLE 25. To see if the Town will vote
to raise and appropriate the sum of
$3,800.00 for the Early
Support and Services Program (birth to 3 yrs.) of
Children
Unlimited, Inc. Agreeable
to a petition signed by Suzette Indelicato and others.
Selectmen favor.
ARTICLE 26.
To see if the Town
will vote to raise and appropriate the sum of $1,345.00
to help defray the costs of Service Delivery of the Mt.
Washington Valley Chapter of the American Red Cross.
Agreeable to a petition signed by Thomas Enos and
others.
Chandler
opposes -
not a proper use of town funds for national organizations/Garland and
Tanguay favor.
ARTICLE
27.
To see if the Town will vote to raise and appropriate
the sum of $1,110.00 in support of Starting Point
providing crisis services to the victims of domestic and
sexual violence and their children. Agreeable to a
petition signed by Suzette Indelicato and others.
Selectmen favor.
ARTICLE
28. To
see if the Town will vote on acceptance of the deed for
six tenths of a mile of Parker Ridge Road. The road begins at an
intersecting point at
Stanton Farm Road in
Stilling’s Grant and runs six tenths of a mile to a
cul-de-sac. Final acceptance is subject to verification
by the Selectmen that all construction and surfacing
has been completed to current town standards. Agreeable
to a petition signed by Anthony Rocco and others.
ARTICLE 29. To see if the Town will
vote to accept the deed for the road running from the
intersection of Birch Ledge Road to Glen Ledge Road,
together with the spur road running southwesterly to a
hammerhead off that road. Final acceptance subject to
verification by the Selectmen that all construction and
surfacing has been completed to current town standards.
Agreeable to a petition signed by Mary Hamblett and
others.
ARTICLE
30.
To transact any other business that may legally come
before said meeting.
